They're thinking: "Day-yum, we lost Alex, we need a look-alike, stat!"
Problem is, they're wrong. We all loved Alex, of course. She made one heck of an ADA, she prosecuted cases all the way through. And we all miss her on SVU. But earth-to-producers!! Stephanie March left in 2002. The writers' job is not to bring her back through another chracter. For the sake of a good story, they needed to introduce a new, exciting character. Not one that would "replace" Alex, but a totally unique person that would simply have the same job that Alex did within the legal system.
Insert appaearance of ADA Casey Novak. Fiery red head, bursts right in. Dives in to the case head first, no questions asks. Almost quits in the first episode. Makes it seem more realistic, yes? So we have a new ADA, who brings with her a new backround, personality, storyline, group of fans, and unfortunately, group of bashers. But, fans out-weigh the bashers, and in time, they are mostly gone. And they appreciate Casey as her own character, not an Alex character.
Cue "Debt". (Beginning of season 6) Start blondification. Now why, after a stellar 5th season, would they change Diane Neal's hair color? Ms. Neal has expressed that she doesn't like the new hair color (though I'll be darned if I could actually FIND the interview that she said it in). She thinks, as we do, that the producers are trying Alex-ify her.
If they wanted Alex back so bad, they should have given her opportunities to come back.
Oh wait. They did.

Holy dye-job Batman. SHE IS COMPLETELY BLONDE. In "Infected" I almost mistook her for Alex...

Excellent analysis of the situation. We all missed Alex at first but Casey and her fiery jump-in nature captured the audience. Why tamper with success..And if they are going to keep her as a blonde they really need to do something about her roots. They were very noticeable in last nights episode. Yuck
